It does depend on your house hold size. If it's just you, then you will not be eligible for a pell,, SEOG or state grants (unless there is one for all state residency students). If you have 2 people in the household, you should be able to receive some of a Pell, to receive SEOG you do have to have a 0 EFC. Of course you can still get loans, but like another person said, you do have to pay them back.

I was denied this year because of the 2005 tax year because my husband and I made $32,000 (gross) together. We also didn't work the whole year. He didn't work for 5 months and I for 3 months and we didn't receive unemployement. We didn't have any taxable income for the 2006 tax year and I am having a hard time still. I am hoping to go this summer but who knows. They told me when the fall rolls around the 2006 tax year will go into effect.

Depends on your family size. In actuality, you probably won't get Pell Grants, but you'll probably still qualify for Stafford Loans (which unfortunately you have to pay back).

Definitely.
I know Harvard has a financial aid initiative that allows students from families who make under $50,000 (or was it $60,000?) go for free. Princeton has something similar.
