I have the SD700 IS and there are absolutely no issues with it. In fact it's a great little camera.
It has just been superceded by the SD800 IS and the SD900 Ti, that's all.

However, when I bought the SD700 IS, the 800 IS was already out...but I didn't like the reviews I was reading regarding the 800 IS.
You will actually get better photos from the SD700 IS than you will get from the SD800 IS...and that's why I bought it.
I'm sure you should be able to source one somewhere. Keep trying, but if you can't then I would recommend you skip the 800 IS and buy the 900Ti, instead. It doesn't have the IS, but you will survive without it.

Check out the review below, especially "compared to" and "conclusion" and you will see the differences between the two.

Best Buy wants to keep up with the most latest models. The SD700 had no problems, its just been replaced by the newer models, the SD800IS and the SD900IS.
