I prefer to furrow my brow and stare intently at the one thats digging worms. That way the person will become uncomfortable and stare away, but sometimes the lazy eye will wander out and stare at me ... which is awesome, because at that moment the other eye is lazily staring away while the 'lazy' eye is focussing on me! Its like I'm a miracle worker.

Just look at them as you would someone with "normal eyes" It might be good to look at the "triangle" in the face rather than the eyes. (The area of the eye brows and nose)

You should look at the one you think is straying. That's usually the one looking at you. Otherwise if you look at the good one he/she might ask you what are you looking at, and think you're not paying attention. Trust me....That's from my personal experience.

I try and figure out which one is actually looking at me, and then I latch on to only that one and maintain contact.
