He is shy. He hasnt approached me at work yet. (we work in different departments) We talked once, and he would laugh nervously and since I've caught him looking at me a lot then looking away when I catch him. Why hasnt he approach me since? He is extremely shy but I want to get to know him better.

Well, aside from what everyone said about you maybe needing to approach him or ask him out.....You should maybe try to get a feel for his love situation...
You sure he doesn't already have a girlfriend or isn't married?
Just make sure! 'Cause sometimes, that could be the case......He could possibly like or at least be attracted to you, but the "mixed signals" you're getting could simply be his own knowledge that he's already taken!
But if you are sure....I would suggest at least trying to get into another conversation with him, to help build more comfort, on both of your parts.....
Maybe that one conversation you guys had wasn't enough for him - especially if he really is a shy person...
And if you're really interested and it seems like the shyness is just so overwhelming, then maybe he is really waiting for you to make the move, so he won't have to....
That's why I said you should try to get him in another conversation - maybe try to subtly ask questions about what types of things he does in his free time...what he does on the weekends - or the off-work hours, ha - ya' know...stuff like that...and get an idea of his interest, maybe based on his responses.....
And if they seem to lead a lil' into your direction, use 'em as a seg-way into what ya' REALLY wanna know, lol (like, you want to check out a new movie with me this Friday?)
