This sounds bizarre--you usually don't have to prove things first. But, is he trying to claim the Earned Income Credit? There are certain things a preparer is supposed to verify if they prepare a return with the EIC.

Especially if there has been a prior year where the EIC was claimed and the IRS determined that it should not have been. Is this, maybe, what happened with in your friend's tax return?

In the IRS's opinion, many single men do not legitimately support dependents that they claim so the IRS is making them prove it.

Your friend needs to look for a differant preparer. You do not have to prove anything to the I.R.S. unless your return is audited.
