Yes, Outlook Express comes with Windows XP, and if you have a legal copy of Windows XP, all you have to do is enable it. Click on Start, Settings, Control Panel, Add/Remove Programs, and when the list loads, on the left side of the screen, click on Add/Remove Windows Components. It takes a minute or so for that to load, but when it does, scroll down until you find Outlook Express and put a checkmark by it. Close Control Panel and restart the computer. Outlook Express will then ask if you want it to be your default email, and if you do, click Yes.

Outlook Express is a default email application of Windows XP operating system. In case, you fails to integrate at your PC then there is possibility of error.
However, Microsoft has stopped the support for this operating system so you should migrate towards higher version of platform like Windows 7 or Windows 8.
On these operating system, Outlook Express doesn't supports so you must have a need to choose MS outlook email application.

Yes, MS Outlook Express comes free of cost with Win XP which also incorporated with Internet Explorer versions. You simply can use it which stores emails in .dbx file extension...

Yes - and Microsoft got into legal trouble as a result. Try the code for your Windows.
If this doesn't work, download IE7 (from Microsoft). It has been quite deliberately released ahead of Windows Vista as a "taster" of the new interface and to avoid any legal action.
