You must submit Petition for Alien Relative I-130... costs $190.00
A petitioner residing in the United States should file Form I-130 at the Service Center with jurisdiction over the petitioner's place of residence.
Depending how they got naturalized... the residency of the child doesn't always come in automatically. Go to: http://www.uscis.gov/portal/site/uscis

nothing. He is a minor and he was naturalized with the parents.
