I had a professor in college who went to Moldova. He was a Russian teacher and was teaching English to Russian speakers there. Many European countries use French as a lingua franca, though. Romanian upper class types used to learn French, so perhaps the Moldova government uses French papers to make themselves better understood by a larger number of people.

Romanian is the most commonly used language in Moldavia. The Moldavian dialect of Romanian is considered the most beautiful sounding by some people from Romania I've known.

There are sizeable Russian and Ukrainian speaking minorities in Moldavia too as well as smaller Bulgarian, Rom (Gypsy) and Guz Turkish speaking minorities.
