you do receive the Holy Spirit when you accept Christ but there is also a baptism in the Holy Spirit which can happen when you're born again but is usually a separate experience. Not all Christians believe in it , therefore they don't receive it.

According to 1 Corinthians 12:13, everybody who has accepted Christ has been baptized by the Holy Spirit. Don't confuse "Baptism in the Holy Spirit" with external manifestations (like tongues, or exstatic experiences). The sign you have the Holy Spirit is the fruit of the Spirit according to Galatians 5:22-23 love, joy, etc.

For me I received Jesus first and the Holy Spirit came into my heart and mind and revived my soul. Within a year of that I was baptised, and I was very emotional about it, in a good way. I felt like the baptism was a deeper commitment to my relationship with Christ, but I might never had made it to that if the Holy Spirit did not find me first.

You are "Sealed by that Holy Spirit of Promise" when 1st saved. The Baptism is generally believed to be "an Anointing for service." Not all Christians have both, some are just Saved, some get several "refillings" after Salvation & some get it all.

The Holy Spirit manifests His presence with people in a variety of ways. It is a threefold ministry: Before conversion, indwelling at conversion, and empowering a believer after conversion. Let's take a look at the first two parts of this ministry from John 14:16-17:

"I will ask the Father to give you another Helper, to be with you always. He is the Spirit of truth, whom the world cannot receive, for it neither sees him nor recognizes him. But you recognize him, for he abides with you and will be in you."

Also, in Acts 1:8, we see the third manifestation of the Holy Spirit's ministry; the empowering: "But you will receive power when the Holy Spirit comes on you, and you will be my witnesses in Jerusalem, in all Judea and Samaria, and to the ends of the earth."

Ministry One: With

When we lived according to our own desires, before we came to Christ, there was a point where the Holy Spirit began to speak to us about our sinful condition, and our need for a Savior. We likely avoided the topic, drowning out the voice of the Spirit with other activities. It is during this time that the Spirit comes alongside us, moving us toward conviction of sin (John 16:7-8). This coming alongside us ministry is described by the Greek word para. Para means "with." The Holy Spirit is "with" a person before their conversion, testifying about sin, righteousness and judgment.

Ministry Two: In

When a person is convicted of their sin, repents, and receives Jesus as Lord and Savior, the Holy Spirit comes "in" a believer, and lives within them. The Greek word en is translated "in" in English. Every believer who places their trust in Jesus Christ has the Holy Spirit dwelling in them (1 Corinthians 6:19).

Ministry Three: Upon

As the believer surrenders to God, they can experience a powerful, victorious life in Christ Jesus. Ephesians 5:18 says, "Stop getting drunk with wine, which leads to wild living, but keep on being filled with the Spirit."

Being open to the Holy Spirit, and being submitted to God, we can receive power in the Spirit. It is this power which makes the fulfilled Christian life possible. This power is from the Spirit "coming upon" the believer, giving them the ability to live for God. The Greek word translated "upon" is the word epi. It isn't a matter of how much of the Holy Spirit you have, but how much the Holy Spirit has of you.

There is more to it than that..... Only those who come to God in The Way He prescribes will receive His free gift of Salvation. At that instant God will, through The Holy Spirit, Indwell the one He has accepted. .."accepting" Jesus can come only after learning who He is and that comes after accepting that one needs to... and that comes after accepting that God is... and that one needs God...

Acceptance that one is unworthy of coming to God and unable to do it ones own is needed ... and that Jesus The Christ is The Way...and accepting ALL that means... then comes the aproach to God and admiting and fully and honestly repenting of all sin....If one is honest with God in ALL things...Then will God grant Salvation and then He will indwell the New True Christian.......... then the New Christian should come to an understanding of the significance of Baptizim and make the public demonstration of Faith through Full emersion water Baptizim. As soon as practical after Salvation.

In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,
