When you develop the heavy manufacturing infrastructure that is required for making weapons like tanks and armored vehicles. This is extremely costly and would not be cost effective until the numbers of equipment required increased substantially. Until then it is cheaper to buy on the world market.

Pssst INDIA just bought one of our old ships. USS TRENTON LPD-14. I know, because I'm doing logistics on the transfer. Not only are they buying the Trenton but they are also purchasing several helos. They came here in November of last year and looks like they will be here until sometime in October. I've worked 9 countries in the past 13+ years and this navy is the WORST to work with! I thought the Malaysian navy was hard to work with. The best have been the Turks (buying 2 more FFG's next fiscal year) and the Australians (bought 2 LST's on the east coast). I've done 2 turnovers with Taiwan (4 minesweepers and an LSD, USS Pensacola LSD-38). I was once told by a Turkish officer that they would rather have one of our 20 year old destroyers than a new one out of a German shipyard. US war ships are more sea worthy, take more of a beating and just last longer (I think they have about 13 or 15 of our FFG's...took one just for parts...USS Duncan FFG-10)

It saves a lot of money to buy off the shelf instead of design and build your own. Another way that has served India well is build other countries weapons under license which they have done for years with Vickers of the UK. This way you employ Indians and get your weapons too.

There is no place to walk, no drinking water and no infrastructure. We have all the knowledge and capability to achieve this also. Then why it sucks?
