The Black Palm isn't extinct but it is endangered. A female will run you about $17,000.00 and a male will go for about $15,000.00.
You must obtain a breeders permit that states that you will breed these birds and you will be liable if you don't breed them.

There is a company in Florida that is a research and breeding facility. They do sell birds and their services.

Um...I don't, but I know of a girl who knows where to get babies. Her name is Jessica, she's in Pennsylvania and her aviary is called Sugar something aviaries. I can't remember the exact name, but she'd know where you can get your hands on a breeding pair...just write her and ask. She's very, very nice.

before you do so, please take a look at this site: www.mytoos.com you may need some special license for breeding this endangered species, so check your local gov website or something..lol hope this helps and good luck!
