Do a search and look for the program "msconfig.exe" when found run the program and click the startup tab, check in the list if iexplore.exe is there, if so, untick the box to the left of it then click apply.
WARNING: only untick programs you know aren't vital to the running of your operating system if you do, you may not be able to load the OS when you reboot.if you are unsure, leave well alone!
Hope this helps.

If the entry in question is "explorer" than it is "Windows Explorer" and is the part of the OS that handles IO to the floppy, CD, DVD, hard drives, etc.
But if it is "Internet Explorer", you may have a root-kit or Trojan or other spy-ware,
Get "Spybot Search and Destroy" and "Agnitum Outpost Pro" from http://www.download.com/

what you are seeing is the windows explorer not the internet explorer
the windows explorer allows you to see the icons and desk top / start button etc etc
that is why you can not end it - if you were able you would loose your icons etc

Scan for virus/spyware to see if you have any.
