You can passivated stainless steel in several ways.

The best passivisation is achieved using HF acid however HF acid is very dangerous and is not recommended.

The most common method is using Nitric Acid. Be Careful that there is no soft metals or carbon steel because Nitric Acid will dissolve many metals. The passivisation is pretty good.

Time: 20-120 minutes
Temperature: 60 - 160 0F
Concentration: 20 - 50% Nitric Acid by volume

The third way is to use Citric Acid this is fairly safe and will damage soft metals some it is the least effective method.

10% by weight Citric Acid - passivated 30 minutes

Passivation does not clean stainless steel, it only starts the process of forming the thin protective film that prevents or at least slows corrosion of the stainless steel. Parts or surfaces to be passivated should always be cleaned first to remove any dirt, scale, oils, iron particles (left from machining), etc.
