With the noise and air pollution they cause, with the allergens and dust they stir up, don't you think it's time to get back to the broom and rake?
Gardeners blow dirt and allergen-filled dust from one yard to the next in a never-ending pollution fest.
I'm mad as hell and I don't want to take it any more!!!

You can't, notwithstanding the evident appeal of doing so. The things are useful. Some communities have tried to impose noise limits.

How about this: you (not me, you, personally) pay each person who doesn't use a leaf blower for a whole year, $100. I think that might do it.
