Latvia, Lithuania & Estonia (your spelling is atrocious!) are Baltic, not Balkan, states. Balkan states include Croatia, Serbia, Albania, Kosovo, Macedonia, Bosnia-Herzegovina.

i'm not completely sure whether i understand the question right but these three countries together (Estonia, Lithuania and Latvia) are called the Baltic states...
