It could be the uniform or hat (if he/she wears one). If they drop the mail into a slot in the front door it may be scaring your puppy and so she reacts. If not, maybe it is the color of the uniform, if it is dark it may look menacing to her. Also our mailman drives a loud truck, it makes a lot of noise and draws attention. Any breed of dog will react if scared or unsure of someone.
