If so, what kind of paint; I want to change the colour.

Use a 100% acrylic paint and you'll be fine! And yes vinegar if you don't feel comfortable just applying the 100% acrylic ALONE!

You'll need to scuff or sand it, as aluminum doesn't have a good surface for paint to adhere to.

It would be different paint for inside or outside.

yes its OK, but you need to prep the aluminum first.
clean with TSP or vinegar or ammonia.
they etch the material and then you can apply your paint and it will stick for quite some time.
the paint you use should require a primer, but check with your paint supplier first to see what he recommends for your area.
