If you're looking for a sporty, safe, cheap sedan (4-Door), I'd suggest looking for vehicles older than the year 2000. There are a few vehicles that fall into this category which I can think of.
Acura Integra GS-R, 1994-2001 - Compact, sporty, reliable, and not to expensive. Front-Engine, Front-Wheel Drive, I-4, 170 Horsepower.
Chevrolet Cavalier Z-24 Sedan, 1995-2000 - Semi-sporty, intermediate reliability, very cheap. Front-Engine, Rear-Wheel Drive, V-6, 150 Horsepower.
Chevrolet Lumina LTZ, 1995-2001 - Midsize, sporty, roomy, somewhat reliable, Front-Engine, Front-Wheel Drive, V-6, 215 Horsepower with 3.4 Litre engine (shared platform/drivetrain/engine with Oldsmobile Cutlass Supreme and Pontiac Grand Prix GTP).
Oldsmobile Cutlass Supreme, 1988-1997 - Midsize, powerful, nice interior, fairly cheap. Front-Engine, Front-Wheel Drive, V-6, 210 Horsepower with 3.4 Litre engine.
Pontiac Grand Prix GTP, 1988-1996 - Midsize, related to Oldsmobile Cutlass Supreme, same engine/drivetrain, different styling, sportier suspension, V-6, 215 Horsepower with 3.4 Litre engine.
Here's a list of other cars, but with somewhat shaky or poor reliability as reported by Consumer Reports.
Dodge Neon R/T, 1995-1999 - Compact, semi-sporty, Front-Engine, Front-Wheel Drive, I-4, 150 Horsepower.
Ford Taurus SHO, 1992-1995 - Midsize, very sporty, roomy, large trunk, Front-Engine, Front-Wheel Drive, V-6, 220 Horsepower.
Volkswagen Golf GTI 4-Door, 1993-1999 - Sporty 4-Door hatchback, roomy inside, Front-Engine, Front-Wheel Drive, V-6, 172 Horsepower.
Volkswagen Jetta GLI, 1993-1999 - Sedan version of Volkswagen Golf GTI.
Cheap, safe cars (if you can stomach the gas mileage, which is in the 15-20 Miles per gallon range) with very sporty engines include used police cars like the Chevrolet Caprice SS and Ford Crown Victoria Interceptor, which can usually be picked up at city auctions. These cars have between 250 and 325 horsepower, are extremely safe, roomy, and fast, but have bad gas mileage. If optioned with available posi-trac rear axle, very good in snow and ice too.
Look for these cars in your local paper, or check out this website:

You just have to input your zip code and pick out the car you want to search for, the years you want, the price you want, and how far you're willing to travel to see if it's the car for you.
