Not a thing!! horrible horrible situations for pets.
Added:
What part of they are the same are some of you not getting. Puppy mills are commercial breeders Commercial breeders are what we call puppy mills. No one necessarily takes care of the animals better than the other. That would be each individual person running each individual place.

Incorrect. Reputable breeders only have one or two litters per year, if that. They will only have a litter if they need a new dog themselves.
They always research the pair that they are thinking of mating (puppy mills just throw two dogs together of opposite s*x and hope they get cute puppies from the pairing), and consider temperament as well as looks (for a show dog). They do matings for the betterment of the breed, not to make money.
And a reputable breeder never makes a profit - considering the tests that are run on the parents etc

In my mind, none.
"Puppy mill" is just a slang term for a commercial breeder.
People who run puppy mills call themselves "commercial breeders" in an attempt to sound legitimate. They even boast about having a license from the US Dept. of Agriculture. Listen, if you breed so many dogs each year that the USDA gives you a license, then that is too many dogs.
Some people seem to misunderstand what "commercial breeder" means. It means (to me) someone who breeds dogs FOR A LIVING.
Which means they must breed many, many, dogs and have litters going all the time.
A commercial breeder is NOT anyone who has ever accepted money for a dog or puppy. Reputable breeders do sell their dogs---they just don't derive their annual income from it. Good breeders break even or can lose money on a litter.
Hope that helps.

A real breeder doesn't mass produce. They plan all their litters, and breeders take applications so they can find who can really take care of the puppies. They also don't breed their animals until they die. Puppy mills don't vet check their dogs, they sell the puppies too young, they keep the animals in crammed and FILTHY conditions, they don't feed them enough, they let the dogs die of thirst.. GOOD breeders also do not breed the dogs unless they have already found good homes for the puppies.. They really really really look into the person wanting the dog, unlike puppy mills where they don't care and all they want is money. Good breeders also do not breed mixes or breed any unregistered dogs. The list goes on, there are too many differeinces to list.
!!!!!!!!!!!!ALSO!!!!!!!!!!!!!! Good breeders do _NOT_ sell their dogs to pet stores.

The difference is in the quality of care. Many CBs do take adequate care of their dogs, although few of the ARlites on here will acknowledge it. A PM is a place that does not take good care of their animals. They ALL are breeding for profit.
If all the CBs were shut down, where do you all think the pet buying public will get their pets???? Show breeders? LOL! Smuggled, sickly puppies from a country without abuse/neglect laws as is happening in California?
I am no big fan of CBs, and certainly not of PMs, but you have to be realistic. People will get PB pets somewhere.
I say better a BYB, that probably loves her dogs, than a CB. And better a CB than a PM or a Sickly Mexican pup.
Sadly, critical thinking seems to be lacking these days....

Puppy mills keep their dogs in horrible conditions, with the cheapest food and minimal if any vet care. They are bred repeatedly until it kills them.
Commercial breeders at least give their dogs proper food, veterinary attention and have decent housing facilities.

Generally, puppy mills have dogs that are kept in bad conditions. The dams are over-bred and the pups are taken away from their moms way too early. I don't believe however, that any good breeder can allow their pups to go to a pet store where they will be kept in small confined areas with no interaction. So I don't really thing that commercail breeders are any better.

You're absolutely right - there is no difference. It's just terminology. A backyard breeder is a backyard breeder. I guess I consider puppy mills and commercial breeders BYB'ers on a grander scale.

It's a fine line but, commercial breeder for the most part take better care of their dogs. Puppy mills don't do any care other than the occasional feeding to keep a dog alive. They allow them to remain in cages for their entire life only to breed over and over. No shots no cleaning of cages and many dogs remain dead in cages until they rot. I don't appreciate either.
By some of these answers you can tell who breeds commercially.
Good points whpptwmn. Gee someone with a brain???

Lots of good points made. In my mind a mill is often cheaper and less likely to have healthy dogs. A breeder is not considered a mill if they only breed ONE kind of dog and do not breed every season, and they do have consistent health care for all their dogs.
