i think you should tell him but dont make a move on him just tell him how you feel, if you keep your feelings bottled up inside youll go crazy

If you truly don't want to get in the middle - and I DON'T think you should, then you need to keep it to yourself. Why females seem to always want someone else's boyfriend mystifies me. Allow him and his g/f to have their relationship. You accept that he is just your friend and focus on finding an available guy to like as a b/f.
Believe it or not, we are stronger than our hormones and our emotions. You can do the right thing!

I would let it go and move on. It's not worth it. Trust me If you tell him how you feel it could go two ways. 1 he could leave her to be with you and then when something better comes along he will leave you. Or 2 you could tell him and he wouldnt acnowledge you and it would only break your heart. Do yourself a favor and move on find someone who is on the market.

keep it to yourself until he is single. You don't want to be the "other woman", he'spoken for right now and until he chooses to get out of the relationship you have no right to mess with his head like that. Sorry. :o(
