What is this rash on my foot?

I have a rash on just the outsides of my feet, well i guess inside too, but not top and bottom. It's red and blotchy. I kind of noticed the itching last night in my shoes but thought nothing of it, they itched a little when i took them out, then this morning they itched really bad before i showered and thats when i saw the bumps, now its red and blotchy and doesn't really itch. What is it?

Could be athletes foot fungus, eczema, or just dry skin. Go see a dermatologist to find out for sure.
