my school councilor said that I will not get into collage with B's and C's she said that I had to have all A's and then she said that she didnt say it I need help

1) You don't have to have all A's to get into college, maybe Harvard.
2) You should really use the spell check on questions like this one.

Yes you do, you need help developing good study skills. You may be able to get into some colleges with B's and C's but don't expect much (you might be pleasantly surprised, but probably not).

Regardless of what you councilor may or may not have said or what you understood her to say, the point is the better grades you have, the more choice you have in getting a good school.

Whether you will get into a particular college or not depends largely on your HS GPA. For many schools, no, you would not get into college (with an E c-o-l-l-e-g-e) with Bs and Cs. So, if she did say that, she was right. You need to worry more about your grades than what your counselor did or didn't say here.

She's right. Your grades suck. Sorry, but high school isn't all that difficult-if you can't manage to pull your grades up in high school, there's very little chance you be able to handle college level courses. IF you got accepted.
