arson is a big deal to law enforcement types.

most likely punishment will be determined by the specific facts surrounding the actual case, if anyone was hurt and if the accused has any sort of criminal history.

but arson makes people afraid, and d.a.'s are not likely to let a convicted one go free.

the person suspected, would have to be in therapy and maybe even a variety of 12 step groups and really try hard to show a true desire to not be a firebug.

Depends on what else happened during the fire besides the building burning down. If people died in the building as the result of your handiwork, then you will face felony murder charges.
