some parts of the street are good, some are bad. depending on what part of the street you are on....which is pretty much good advice for anywhere in new orleans.

Dude - if you are going to quote somebody, then cite a reference! By my book, your assertion has no credibility. However, assuming it was correct, the fact of the matter is that many people of all races left well prior to Katrina's arrival. The educated and prepared left the city to make sure their family wouldn't be killed or severely harmed by possible flooding. Anyone who stayed with such strenuous warnings from NOAA and all levels of government/ the news channels had to be pretty stupid with little or no self-respect. Even those with little means were afforded evacuation opportunities in advance of the storm, so there is absolutely no excuse. EDIT: Now that the OP has added a puerile source as a secondary reference, it is obvious that the OP has a fundamental misunderstanding of the concept of citizenship. The Soviet Union had a lack of "citizenship" because of its pervasive state-imposed welfare system. The most effective means to control the minds of people in a 1984 Orwellian nature is to perpetuate a dependence on a welfare state, as opposed to individual liberties and social citizenship. The people of the 9th Ward were among the most dependent on welfare and also enjoyed the least intellectual freedoms. Coincidence, correlation, or causation?
