Well - you can spell diagnose and you can spell and presumably understand the concept "retarded" which sort of points against you being retarded.
However, your grammar isn't exactly the best.
I don't actually think you need a test. You could just compare yourself to where the rest of your peers are.
There are psychologists and people who specialize in such testing. You could look them up in your telephone directory and contact them if this is a major issue that you really must sort out with some form of psych testing or IQ testing.
There are a number of intelligence tests available on the internet. However, they are not necessarily reliable indicators of intelligence.

Some questions I think I need to know to be able to help you, would be
1) How old are you?
2) Did you attend public school or were you homeschooled?
3) What makes you think that you might be retarded?
4)Have you considered other possible impairments such as ADD or neurolinguistic processing problems which impair learning but do not mean that you are retarded?
If you answer these, than I can give you a more complete answer.
