The previous question is mostly right -- wait times can be found at travel.state.gov. Issuance times are also there. There are a few countries that issue same-day visas, but most don't. Many use some sort of courier service, but you can generally expect it within a week or so.

If your father is an American Citizen, petitioning for you, the entire process can take six months to a year. First your father must file a petition with the US Citizenship and Immigration Service, and it must be approved. Then the file is sent to the US Embassy or Consulate in your country, and you appear for an interview. Assuming there aren't any problems, I generally tell people "less than a year."

A tourist visa is the one that can be difficult to attain. The US welcomes all legitimate travelers. However, US immigration law states that all those seeking a tourist visa are assumed to be immigrants -- and therefore not eligible for a visa -- unless they can overcome that presumption to a consular officer. People generally try to overcome it by showing "ties" abroad -- these ties may be financial, professional, familial or social.

A tourist visa might be easy or difficult, depending on where you are and what your own personal circumstances are. Immigrant visas, on the other hand, are usually issued as long as the relationship is genuine. And most US posts can't give back either immigrant or nonimmigrant visas the same day as the application and interview. The sexy new computer system is wonderful in some ways, very annoying in that way.

You can usually find out the same day if they're going to give you one or not. My 'foster son' in Nigeria went and applied for one to come here to the US to visit, and they told him the same day that he was denied. (They thought he wanted to come here to stay.) Visas are not that hard to obtain, although they are more difficult than they used to be; you just have to make sure to have all the documents they require when you go. I don't know about the rest of the question, sorry.

It completely depends on the visa type, which Embassy/Consolate you go to, and how busy they are. You can check general time lines given for visa wait times here: http://travel.state.gov/visa/temp/wait/tempvisitors_wait.php
