You do not need to have your own car insurance when you just have a learner's permit. You are automatically covered on your parents policy. The minute you get your license, you must be added to their policy or buy a policy of your own. You can call your parents insurance company to verify this, but this is what the companies have always told me and I taught 4 teenagers to drive.

Since buying insurance involves signing a contract, you have to be at least 18 to get your own insurance. It's much easier to be carried as a rider on your parents policy.
