yes their heads are covered however it reminds of the time i was lost in the wilderness for 18 days in california.i was starving and finally caught a california condor i made a fire and roasted it and wouldnt you know it as im eating the bird a conservation officer walks up needless to say i was incarcerated.when i went to court i explained to the judge that i had been lost in the wilderness for 18 days and hadnt had much to eat except the pack of granola bars i had finished 8 days earlier and some wildberries. the judge sympathizing with my situation dropped the charges and i was released.as i was walking out of the courthouse the conservation officer came up to me and asked me,by the way what did that california condor taste like?i replied well it had the consistency of a spotted owl but tasted more like a bald eagle

Yes their heads are covered since our country decided they are our national bird so it is illegal to kill them. DUH!
