It depends on what state you're in. Although it's FDA, most states are set up on contract with state agencies to actually inspect. As far as bar codes and nutritional labeling are concerned, somewhere in your state is a land grant university. Contact the Cooperative Extension Service associated with that university and they will have a specialist hire to assist with that sort of thing.

First you need to make your sauce in a commercial kitchen. One that is randomly inspected by your local health inspectors. Some places with actually let you rent space, rent the kitchen while the place is closed. Then you need to lock down your recipe, every ingredent to the micro-gram. Your BBQ sauce is no longer something that you can play with and improve on, each batch, each bottle, each bite must be the same. After that, I'm just guessing.
I think you can find the FDA prossess on thier website, which is most likely FDA.gov. Certan items can not have patents, I know parfume can't.
Some wordprossesing programs have bar code makers in them. The information on the bar code is generally, the manufacture, the product, and the MSRP, the store uses this info to keep their invintory and fiddle with the price.

I hope I have Helped
