I have mixed feelings about this - mostly because I don't know what chemicals would be involved. FFA is the Future Farmers of America and is a children's program. I don't know that exposing children to the chemicals is a good idea. I think this would be better tackled by the Oregon Farm Bureau as a better group to champion this effort to 'get rid of mosquitos'.

Now educating FFA members about West Nile and in prevention methods such as removal of old tires and other man-made mosquito habitat, raising crops as natural mosquito repellants, or what to plant to repel mosquitoes from farms and homes - that is a much better idea.
