You can get into Mexico wearing a clown suit and there's a good chance you will be allowed to drive right on in, no questions asked.
But you wanted to come back, right?
You've always had prove that you had some right to be in the US (with a visa or green card) or have the immigration officer admit you into the US by some category (tourist, most commonly). So this is nothing new.
You may be talking about the new passport rule that came into effect last monday (January 22, 2007) (Linky below). You will need a passport at this point for flying between Mexico and the US.
If you are flying to TJ from San Diego, then you obviously have enough money to hire a lawyer to personally advise you and you shouldn't be asking questions here.
If you are driving, then bring along your green card and you will be fine. Better to take your buddy's car and not your own. Let him drive and pay the special "penalties" for Mexican traffic infractions.
The rules on land travel will change in 2008 and will then require a passport for that too.
Please don't have any criminal stuff on your record more serious than a speeding ticket, or you may get to free lodging in the immigration jail cells with a bunch of dangerous and smelly drug traffickers from Michoacan and Guerrero while they take steps to deport you back to your home country. Won't take long -- Maybe a couple of weeks; but your Spanish will improve dramatically.
Why do you still have a green card anyway? Apply for citizenship now so you can vote your local "bums" out of office. It will cost you $390 in filing fees. The lines in the airport are much shorter at international for US passport holders.

Not to T.J or Montreal-- not yet. As of Jan 07, anyone flying into the United States must have a passport for entry. Everyone, citizens or visitors will have to have one (whether by aircraft, ship, car, truck, or whatever by Jan 2008). Get your passport photos now!!

Once the law is fully implemented you will need a passport to cross into Mexico or, more exactly, you will need a passport to come back into the U.S. As of right now, you can cross by land and only need the passport if you are flying in, but that will change in less than a year and you will then need a passport to drive in.

Not until January 2008. Only airports are asking for it right now. You can only get a US passport if you're a citizen. If you're a resident your registration card is all you need.

If you have a Resident Alien Card, then that is your passport. You cannot obtain a US passport with a Resdient Alien Card. A US passport is only for US Citizens.

Are you driving there? If not, no. Current passport laws only apply
for air travel right now. They are hoping to have road/car transit passport laws in effect by 2009 at the latest.
