Hopefully anybody who saw that would try to help, without being insulting to the person. If someone is sitting on the church steps, it may be an indication that they are looking for help from those particular people, so who would walk by and ignore them?
If someone is in that condition on the steps of a convenience store or a library or anywhere else, I would quietly see if I could be of help, trying not to embarrass them by making it a big deal. just a quiet hand up.

I'd probably ask them what's wrong and try and help them out. However, not all Christians would do that, only a few stopped when I sat outside the church crying and only a handful actually stopped and stayed to talk to me. Just because they don't stop I tended to feel worse at the time.
The problems I've dealt with in the past make me want to help anyone who is alone...

We've had that happen several times at my church. Once, when I was in a meeting, a person like you described came in. We gave her something to eat.
We have a "Benevolence Fund", used specifically for this purpose. If I met someone outside, I would invite him in, and introduce him to the pastor and/or staff, and see what we could do to help him.
We are God's hands and feet.
A week before Christmas, the Church divided up the tithes and offerings into individual envelopes of $50 each. They gave each of us an envelope to give to someone in need. The stories of how we gave were awesome.
One member sat in the parking lot of Goodwill, and waited for a single mom coming out with used Christmas presents for her kids. He gave the money to her.
I gave mine to a single mom of 4 kids, whose husband deserted her, and she didn't even have food in the house.

I would say, "Good morning! You look a little upset. Is there anything I can do to help?" Then, I would help--take him to breakfast, guide him to the director of the community outreach program, or whatever is appropriate and within my power. As a Humanist, I believe that every human being has worth, and we have a moral obligation as human beings to help one another in whatever ways we can. (That doesn't mean being foolhardy, of course; it's entirely appropriate and correct to be wary when the situation merits it. If I had concerns, I would find a friend who was willing to drive with us and a third person who would be waiting for a phone call from one of us within a certain time period, just in case it's a ruse and we get in trouble.)

I would greet them, ask them if they are okay and if they would like to come in. If they are sitting on the steps of a church, they are there for a reason.

Sad to say, but I have to admit that I would probably judge them first. Wonder who they are and what the circumstances of their being there might be. That's something I have to work on and pray about. I would definitely help them and invite them in. I hope that someday I can do that without any thoughts about them other than there is another person in need and to feel compassion.

i would ask them if I could help. I would see what they needed and then go from there. Hungry? I would give them food, Tired, they could rest inside the church, sad, come in and hear the word or speak with the pastor....you get the idea.

I have had this occur with someone I knew once and found out this individual was jus testing Me and others to see if we would come to his fake aid..and when we didnt he disowned us...but hey we werent mind readers all he was doin was sitting on the steps outside during service...how were we suppose to know? anyways..yes I would go again to anyone who the Lord leads Me to...

I would never judge someone for looking sad,not clean ,probably homeless.Many times I have walked up to strangers asked what is wrong,
and helped if I could.
