You need to buy music editing software, such as Sibelius, Logic or Cakewalk. Sibelius is the industry standard, but it's very expensive, logic does the job just as well, and cakewalk is the cheapest but has the least quality.

You can get a program called "noteworthy composer", you can download a trail version for free. Then, you click on the staff and place notes, rests, and other things such as accidentals and dynamic markings.
