My cell phone dropped in water (LG7000) . I have dried it out enough to be able to charge it, and dial numbers. But it is still damp inside, and would not go through.

It displays "Warning - Service not available".

How do I remove small plastic caps to reach the screws without damaging the Phone?

just go to your local cellphone store, be nice to the sales guy, and just ask him to open it!! if I cant get my cell-phone open I did that, and there are always very nice!!!

I would try using a toothpick to gently pry the caps out, it shouldn't hurt the plastic case.
