Get lots of sleep and take measures to avoid stress
Reduce your intake of sugar (excess yeast in the body can cause the skin to flake)
Eat natural yoghurts or consume extra healthy bacteria for your stomach
Only have showers and use shower gels or moisturising soaps like Dove which is quite gentle
Have warm not hot showers
If you have baths, put a few drops of olive, sunflower, essential oil in the bath - be careful as the bath will get slippery
Moisturise with an oil based moisturiser - creams are heavier than lotions, choose the best one for you
Take a good multivitamin and try to get some natural sun.
If after 1 month, you don't see much improvement go to see your doctor or dermatologist.
If you have a bit of cash I highly recommend Aveeno (hard to get hold of in the UK but Boots can order in for you. Widely available in the US). Bio Oil is great! It gets rid of scars too. You can get it in larger Superdrug stores and Boots too.

Could be skin allergies,psoriasis or just really dry skin that needs cortisone or steroids.
Oatmeal baths soothe the skin.
