dry measure is a little more because there is more air in it so it has to be measured as more.

When you measure something that is dry such as white sugar or flour, you have to be careful not to pack it down. It is to be measured as it is put in the cup, without modification, and then evened off by taking something straight like a spoon handle and levelling it. There is a difference for some dry goods, such as brown sugar, that the expectation is that it is to be "packed" into the cup, or pushed down till it is full.
The wet measure is simply measuring it correctly to the rim of the cup.

Liquid cup = 8 fluid ounces
Dry cup = 4 ounces dry weight.

For dry measure you use those sized cups, like the ones that fit inside each other.

Liquid measure you do with one of those pyrex measuring cups with the red lines marking ounces/milliliters/cup fractions.

Liquids need to be measured in a clear measuring container, measured at eye level. Dry ingredients need to be either well packed in the container, like brown sugar, or lightly packed and leveled even with a knife, like flour.
