No. The child tax credit only reduces your tax liability.
On the other hand, if you qualify, the EIC (Earned Income Credit) and Additional Child Tax Credit will be added to your refund.

here i will do the math for you, lets say you make 20k, 2k was taken out of your pay. Your federal tax is 1200, you get a refund of 800 ad 1k for that child tax credit becomes to be 1800, sweet isn't it!
