She is mistaken, she isn't married so she doesn't have a father in law and certainly not after only a year. Some people like to pull the cart before the horse.

If they are not married No - and if living together he still technically is not, however if they are getting on so to speak, let is go with the flow, better to have harmony than loggerheads with each other. I would not be able to refer to my in laws as Mum and Dad whether married or not, it is a bond for my natuaral parents that I have and do not need additional folks - but we are each different.

Too much, too soon. Your friend is dreaming and she needs to grow up, you don't just throw around titles like that, a father in law is a title that is earned, not just given to anyone, that is like her saying her boyfriend is her husband, delusional.

Definitely "too much too soon", I've been with my boyfriend for 5 years and sometimes my mother jokes about his parents being my in-laws and I tell her not to say that.

I think when people refer to their soon to be in-laws as true in-laws that it is eisier to say that than my boyfriends dad or mother. In society it's more accepted by people when saying in-law rather than boyfriends parents. And as a grown woman it may be almost ( what you would say) childish to say boyfriend. I know this may sound stero-type or strange but this is the would we live in.

I don't think that would be an "in-law" relationship at all. Your boss and her boyfriend are not married in the eyes of the law, so therefore there would be no in-laws yet.
Maybe she's just engaging in some wishful thinking?!?

Depends how serious the relationship is with her and her boyfriend and how close she is to his father. Personally I dont think there is anything wrong in thinking of him as her father in law, however, it is not technically true.

In Laws are people we acquire when we get married. Their family becomes our "family in law", so to speak.
I cringe when I hear people say "my father or mother in law". Then you find out they are just dating the person and not married.

Technically, your partner’s dad is your father-in-law ONLY if you're MARRIED.

strictly speaking you only get a father-in-law following marriage. dating, even living with a guy does not make him your husband or his family in-laws.
