Unless you are sure your partner doesn't want to see the wedding invitation it is impossible. The suggestion of 2 is ideal and putting them in together means only 1 stamp! If his birthday party wasn't a surprise then no problem with the wording.

since the wedding isnt a surprise I suggest you do two different invitations. I'm sure your fiance will want to see the wedding invitations so it will be easier to hide a surprise party invite than the wedding invite.
