I was involved in a car accident where the other driver ran into the rear of my car at an intersection while I was stopped. The driver admitted fault, he was cited by the police and the police report shows he was at fault. His insurance company has not contacted me. I have attempted to contact them three times and left messages. What can I do?

Contact them again and if you get thru to a receptionist ask for a claims manager. Explain that you haven't been called back. If the accident just happened give them a little time to take care of the accident. They will investigate to make sure that their insured is at fault for the accident before paying out. Just so you are aware the police do not determine fault in an accident, insurance adjuster determine fault.

Get YOUR auto insurance involved. they will fix your car and sue the other driver's insurance company and return your deductible if you're not responsible for the accident. Your premium should not be affected.

They'll respond to THEM, I assure you.

Unless things vary from state to state (and they may), I would address the claim to MY Own insurance company. In my state THEY pay me and recoup their money from the other insurance company.
