why do people with positions of power and authority,fraternize and get away with it?

Because they are people in position of power and authority, making it very easy for them to get away with it.

because the people their fraternizing with like the sex and don't care, until it is over then they go screaming and crying to the chain of command to get them in trouble.

And before you start to give me thumbs down, I think most of you are confusing Fraternization with harassment. Fraternization in the Military would be someone of higher rank having a MUTUAL relationship with someone of a lower rank. Not tolerated if both are enlisted and the lower rank works under the higher ranking one. Also not tolerated is Officers with enlisted, unless they were grandfather claused in when they made the law under UCMJ.

Harassment is UNWANTED advances or comments from ANYONE ,not just superiors

You just said it, because they are in powerful positions, and they CAN . The way to stop this is to get the goods on them and report them to their superiors.
