The scarring typically is only on the skin and the outside part of the blood vessel. If you ask the phlebotomist, they will tell you not only that, but that the way they do it (hitting the same spot over and over) is best.

If there was a real problem, they wouldn't be taking blood out of your vein. The scarring may be only on the surface and your vein is fine. Your skin could just scar differently from other people. If it's still worrying you, don't donate until you've gone to your general practitioner and have the doctor look at it. I've never switched arms. I've always had blood taken out of my left arm too. My scarring is usually gone in a week. I don't think you have anything to worry about, but it's always better to have these things checked out.
