Theres this boy i know that i really like and i know that he likes me too but he's so busy during the day that he doe'nt pay much attention when i flirt.

Stop beating around the bush and ask him do go out and do somethign together. I know from experience sometimes guys are hesitant to ask because they are not sure if the signals you are giving are wanting to make a move. So just ask him to a movie or dinner or something this will break the ice and then you will know for sure whether or not he really likes you!
