They have been saying no to anything that could contain explosives. I would just slather it on and than pack it before they make you throw it away. They made me throw away a hair clip in my bag because it was too pointy.
When is enough enough?

Assuming that you're travelling in the U.S., then yes, the TSA says that "You are permitted to bring solid cosmetics and personal hygiene items as such lipstick, lip balm and similar solids" onto the plane. If you have liquid or gel type lip gloss or lip balm, then you need to declare that separately when passing through the airport security checkpoint by putting the item into a 1-liter plastic ziploc bag and putting it in one of the bins to pass through the screening machine.
Here is the current official policy on permitted and prohibited carry-on items:
http://www.tsa.gov/travelers/airtravel/prohibited/permitted-prohibited-items.shtm
I also suggest that you not pay attention to people who tell you that you can't take lipstick or chapstick on a plane -- while there was a short period when these items were not permitted (or they were often confiscated because of initial confusion over the new regulations), you can definitely take lipstick on the plane with you.

chapstick and lipstick are sticks, not liquids so they are allowed. Lip gloss and and lip stuff you use a wand to put on or squeeze out of the tube are liquids and must be in a zip-lock bag.

Yes, but make security aware that you are carrying the chap stick early on (before you go through the line where you take your shoes off, etc.) Then let security know once you get up to the security entrance.

Yes, of course you can take lipstick and chap stick on any air terminal plane that you want to. It is not like your bringing in any dangerous weapons on them like Bomb, guns or knifes. They only restrict you bringing any sharp materials onto a passenger plane if you want to go on.

You are supposed to put it in with other liquids or gels in a 1-quart plastic zipper bag.

yep. i carried it on by mistake (forgot to take it out of my purse on return trip) this was almost immediately after they imposed the rules on liquids and gels, but they didnt check every pocket i had in my purse so it got overlooked.

No. Not allowed. In some cases, it is allowed (where you might need to test it on yourself and prove it is not harmful).
