Well by my calculations it's 12 minimum-this allows a small hang-over so anything lurking on the sides of the seat should be contained. You can layer to your hearts content from there.

Of course the obvious solution is to hover-that way you're not running the risk of the already(usually) depleted loo roll running out at a more critical moment in the proceedings.

the local toilet i go to has a little hole in the wall. I pee in that and it seems to have an automatic cleaner on the other side of the wall so no toilet paper is needed.
