Yes. In fact I had a hood used on me during PP training to simulate inadvertent entry into IMC, from which I had to extricate myself with a 180.
The FAA also allows a certain number of instrument hours flown on a simulator to be logged as well, but I dont recall exactly how many.

Yes they still use a hood during your instrument rating training as you can not rely on the weather for your training, most people have very little actual instrument time when they get their rating.
