In addition to the previous answer, river energy also plays a role. The materials that get deposited on the bottom of river are the particles that the river doesn't have enough energy to transport. Energy rises after a rainstorm, so the river starts moving larger materials. Then, when the flow starts dropping, the heaviest materials drop out first, then the next heaviest, and so on. This process sorts the riverbed materials so the largest materials are on the bottom, and the smallest materials are on the top.

Sand bars form on the inside bends of rivers, or where a river suddenly gets wider. These are places where the energy rapidly drops, so materials build up in these low energy places, and form sandbars. In rivers that have too much energy to retain sand, the bars are formed of gravel or even softball-sized rocks called cobbles.

Not all rivers have sandy bottoms. It completey depends on the geology of the area if a river forms a sand bar. Most rivers that you find with sand bars will be in an area with very sandy soil and they will tend to be shallow rivers.
