Yes. Both Rotary and Lions organise Youth Exchange programs. Talk to your local Lions or Rotary Club about it or look at the Lions or Rotary websites.

Heaps of them. I live in NZ and all our universities have exchange schemes with universities in other countries so you can finish a NZ degree there. Both our kids finished their degrees overseas; one went to Canada the other to the US. Several student exchange organisations operate here. Our kids both used the American Field Service but there are others. One went to high school in Russia for a year, the other went to Sweden. Lots of foreign students come to our high schools and universities from all over, especially east Asia.
