Use your computer's word processing program, or find an old typewriter and just bang it out. Or what about a pen or pencil and paper? If your lucky enough to have a secretary, you could dictate it to her to write.

Do you mean there are pipes with cracks in them, and you must report on the cause, remedy, or otherwise asses the situation. Or someone been smoking crack thru steel pipes?
