where can I get bootable dvd program

You can download an .iso for an entire CD (not DVD) from this site and it will run on top of windows from cd and will boot to cd also.

I would guess you mean a bootable DVD that can run linux. This is referred to as a "Live" version. The best Live DVD going at the moment is Knoppix (Keeping in mind that I work for a major linux vendor that is not Knoppix). Knoppix has been around for quite a while and is very good. It detects more hardware than some installable distros.
The 2 things you need to remember when you run a Live distro is that, since they are running off the CD/DVD they will be much slower than any other OS. You also have to remember that programs are run from memory and everytime you turn the computer off you will lose all changes you have made to the system and anything you have created/downloaded (unless you save them to a USB or hard drive.

Search for "Linux Live CD" and "Linux Live Boot" and "Slackware Live". There are PLENTY of live boot discs now. And quite a few pen drive bootable ones as well.

All linux distributions have a free version, you could try loking through distrowatch http://www.distrowatch.com

Most install to the hard drive but some also boot from CD/DVD
